PREAMBLE: To continue the tradition and art of playing Bid Whist in a socially challenging environment that promotes friendship, fun and fellowship. ARTICLE I: NAME THE NAME OF THE CLUB
SHALL BE
ROBERTS RULES OF ORDER AND PARLIAMENTARY PROCEDURES SHALL BE FOLLOWED IN CONDUCTING CLUB BUSINESS.
ARTICLE III: OFFICERS
SECTION 1 The Officers of the club are: President, Vice-President, Secretary, Treasurer, and Parliamentarian. SECTION 2 Officers shall be elected to serve a term of two years. Officers shall not serve in the same office for more than two terms consecutively. . SECTION 3 Elections will take place bi-annually at the November Meeting. Duly elected officers shall begin their term of office at the January Meeting.
SECTION 4 If a vacancy occurs in the office of the President, the Vice-President shall automatically become President Until elections are held. SECTION 5 Vacancies, except for President, in unexpired terms will be appointed by the President as interim appointee
until election are held. ARTICLE IV: OFFICER DUTIES
SECTION 1 President: Chief Officer of the Club. Responsible for leading the Club in the conduct of the Business and has authority to sign checks along with the Club Treasurer.
SECTIION 2 VICE-PRESIDENT: Perform the duties of any officer that is Absent and assist the President in taking care of the business of the Club.
SECTION 3 TREASURER: Chief Financial Officer. Responsible for keeping Club Funds; Collect Member and New Member Fees; Notify President of any non-paid members; Open bank account and have authority to sign checks; Maintain and keep copy of all bank statements; and provide a written report of club funds and expenditures at each meeting.
SECTION 4 SECRETARY: Keeper of Records of the Club. Take minutes at Monthly meetings. Collect Score Sheets at the end of Monthly Meeting. Prepare a Spreadsheet with each member score and standing for monthly meetings.
SECTION 5 PARLIAMENTARIAN: Responsible for assisting the presiding officer in following orderly rules of debate during meetings and during game play.
ARTICLE V: MEMBERSHIP
SECTION 1 The Club membership shall consist of 30 members. New members shall be taken in only when a vacancy occurs in the membership.
SECTION 2 Any prospective member must be sponsored by a current member.
SECTION 3 Prospective members must attend one meeting as a guest before they can be voted on for membership.
SECTION 4 Membership dues of $5.00 will due at each monthly meeting whether in attendance or not. Membership dues must be paid in full up to the prior month or the member will not be allowed to play at the current game meeting. The purpose of the membership dues is to pay for the location rental expense at $100.00 per month. SECTION 5 A member may be subject of removal if he/she is absent for three consecutive meeting, unless extenuating circumstance can be documented.
ARTICLE 6: MEETINGS
SECTION 1 Meetings of Officers: The President may call a meeting of the officers as needed. SECTION 2 The COTBWC shall operate on a calendar year beginning January and ending on December 31st. There will be no meeting in December. SECTION 3 There will be a monthly meeting and game play except for December.
SECTION 4 The regular monthly meetings will be held on the third Saturday of each month unless if falls on a holiday weekend. SECTION 5 There must be a quorum present to vote on all Club Business. A simple majority plus one of the total membership will consitute a quorum. SECTION 6 Meetings will be presided by the ranking officer present. The meeting shall be called to order promptly at 6:00 PM With at least eleven members present.
ARTICLE 7 LOCATION OF MEETINGS
SECTION 1 The meeting will be held at a designated location. The meeting will be hosted by two members monthly. SECTION 2 If at anytime members cannot host their scheduled meeting Date, they must contact the President at least one week prior to the meeting date. SECTION 3 Members bringing guests should notify the President of their intent of bring guests. The President will notify the hostesses for the meeting.
ARTICLE 8 COTBWC GAME RULES
SECTION 1 PARTNERS: Partners shall be determined by a pull of numbered chips at each meeting. If an odd number is Left the Host/Hostess will sit out the game for the meeting. SECTION 2 TIME LIMT: Meeting and play time will be 6-9 PM.
Scores will be tallied at
the end of the playing time, SECTION 3 Any changes to the rules shall be by 2/3+1 vote of the membership.
CAPITAL OF TEXAS BID WHIST CLUB RULES OF THE GAME (COTBWC)
1. First diamond deals at the beginning of each new game. Cards will be dealt clockwise. No cross dealing.
2. Three hands played (max). If you bid a five and miss it, the other team receives five points. If you bid a five and make it, you receive five points. The next hand is called “rubber” (the last hand of the game). You bid and make it, you win. You bid and miss it; the other team wins the game. Total of all hands played must equal 7 for there to be a winner of the game.
3. The minimum bid is a four.
4. There is a six card kitty. The first four or the last four cards cannot be put in the kitty, If so, it is a” misdeal”. The cards ae passed to the next dealer. Jokers are marked high and low accordingly. No showing of the kitty at anytime during the game. The bid winner has the privilege of picking up the kitty, no one else.
5. Low bid takes out a high bid. A “no trump” bid takes out everything. The next number takes out a “ no trump” bid.
6. In a no”no trump”, you cannot substitute a joker for a card in the kitty.
8. A renege counts as a bid loss , or if the opponents reneges the bidder wins.
9. There will be absolutely no coaching or talking from the anyone on the sideline or between players regarding the game.
10. When bidding” Uptown”, this means you name a trump and high cards wins.
11. When bidding” Downtown”, this means you name a trump and low cards wins.
12. If you bid a “No Trump”, this means you get the bid, you determine whether you want to go high or low. No trump is named. Jokers are voided and may not be substituted for a card from the kitty.
